India, China ink deals to reduce trade gap

*India Monday signed four agreements with China that will boost Indian shipments of buffalo meat, fisheries and pharmaceuticals, and help reduce the trade deficit that rose to $40.77 billion in the financial year ended March 31, 2013. *

Three Memoranda of Understanding (MoUs) relate to facilitating trading of buffalo meat, fisheries and pharmaceuticals. The fourth is related to easing the trade of feed and feed ingredients.

These agreements were signed by the authorities concerned of the two countries in the presence of Prime Minister Manmohan Singh and his Chinese counterpart Li Keqiang here.
After signing the agreements, Commerce and Industry Minister Anand Sharma said the deals would help curb the widening trade deficit between the two countries.

"The signing of the MoUs between India and China is a good beginning to address the issues India is raising with China from time to time. All the sectors are of immense trade importance to India, and India has clear price and quality competitiveness in these sectors to compete in the world market," Sharma said in a statement.

Trade deficit between India and China surged to $40.77 billion in 2012-13 as compared to $1.08 billion recorded in 2001-02, according to Indias commerce ministry.

Bilateral trade increased to $67.83 billion in 2012-13 as compared to $2.09 billion in 2001-02. The two-way trade had surged to $75.59 billion in 2011-12, when China became Indias largest trading partner.

A MoU for the export of buffalo meat from India to China was signed between Chinese General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and India's Agricultural and Processed Food Products Export Development Authority (APEDA).
The export of buffalo meat is not allowed from India to China and this has been a long pending issue between two countries.

"With the resumption of trade, India hopes a big merchandise trade that will not only be helpful in reducing trade imbalance of India but also in China's food security by providing quality and hygiene meat products," the commerce ministry statement said.

The Marine Products Export Development Authority (MPEDA) and AQSIQ signed an MoU on cooperation for import and export trade of fishery products.

The MoU aims to institutionalise cooperation in promoting trade of fishery products and healthy development of trade between India and China. India is expecting more exports from India to China through this cooperation.

An MoU was also signed between Pharmaceuticals Export Promotion Council of India (Pharmexcil) and the China Chamber of Commerce for import and export of medicines and health products.

India has been finding it difficult to expand its trade with China in the pharmaceutical sector. The signing of the MoU is expected to facilitate access to the China market in pharmaceuticals. Reported by Deccan Herald 12 hours ago.

PolyU and Sichuan U Jointly Set Up China's First Institute for Disaster Management and Reconstruction

Jointly established by The Hong Kong Polytechnic University (PolyU) and Sichuan University (Sichuan U), China's first Institute for Disaster Management and Reconstruction (IDMR) has recently been officially opened.

Jointly established by The Hong Kong Polytechnic University (PolyU) and Sichuan University (Sichuan U), China's first Institute for Disaster Management and Reconstruction (IDMR) has recently been officially opened. Both institutions also held the Forum on "Post-Disaster Revival and International Disaster Reduction" to conclude lessons learnt from Wenchuan Post-Disaster Reconstruction and Lushan 4.20 Earthquake. Ms Margareta Wahlström, Special Representative of the Secretary-General for Disaster Risk Reduction and Director of the United Nations International Strategy for Disaster Reduction, was the Guest of Honour and a keynote speaker.

Professor Timothy W. Tong, PolyU President, Professor Roy Chung, Chairman of PolyU Court, and several members of PolyU Council formed a senior delegation to Sichuan and witnessed the opening of IDMR and the Forum. During their stay in Sichuan, Professor Tong and Professor Chung visited Yingxiu Primary School and learnt about the establishment of a social work station by PolyU expert in the school. Later on, Professor Chung and the Council members went further into the mountain area of Wenchuan and met with the minority residents of JinBo Village.

Currently PolyU is introducing some of its professional programmes across the border through IDMR to support the reconstruction and sustainable development of Sichuan. IDMR is comprised of the following departments: (1) Post-disaster Rehabilitation and Medical Treatment (subject areas: physiotherapy, occupational therapy, prosthetics and orthopedics, biomaterials and bio-engineering); (2) Disaster Nursing; (3) Disaster Social Work and Psychology (subject areas: post-disaster community reconstruction and mental rehabilitation); and (4) Environment Planning and Engineering (subject areas: shockproof structure, urban planning with disaster prevention).

Located in Jiang An Campus of Sichuan University, the premises of IDMR covers an area of 20,000 square metres. The Institute is home to six laboratories as well as one disaster database and resource centre --- all supported by a generous grant from The Hong Kong Jockey Club.

PolyU and Sichuan U have been collaborating in different aspects long before IDMR officially opened. Since 2011, IDMR enrolled a total of 23 PhD students through the Joint Doctoral programme. In 2013/14, PolyU and Sichuan U will jointly offer four taught postgraduate programmes approved by the Ministry of Education and leading to PolyU awards in the discipline of disaster nursing, prosthetics and orthotics, physiotherapy and occupational therapy.

In addition, about 10,000 people were trained in areas of disaster nursing, physiotherapy, occupational therapy, prosthetics and orthopedics, social work and psychology. The trainees included frontline healthcare professionals, rehabilitation professionals, social workers, high school teachers and non-government organization workers from Hong Kong and the mainland. The two universities also run life education programmes to enhance participants' resilience for disaster. Over the years, more than 3,000 teachers and students from universities, secondary schools and primary schools had joined such programmes.

Pursuant to Wenchuan earthquake, PolyU had also set up social work stations in Yingxiu Town, Hanwang Town, Xingnong Town and Qingping Village. These stations have served the disabled, teachers, parents and students as well as rural communities in post-quake Sichuan; providing comprehensive psychological support and integrated family services and also partly contributed to the rebuilding of district economy.

More recently, IDMR has played an important role in the Lushan 4.20 earthquake by setting up a task force and mobilizing professionals trained by PolyU and Sichuan U after Wenchuan earthquake, providing support for relief work in the areas of nursing, rehabilitation, social work and psychology.

Specially, Chengdu Second People's Hospital Rehabilitation Centre, which is set up under the guidance of Professor Cecilia Li of PolyU’s Department of Rehabilitation Sciences, had sent forth a team to Ya’an under the leadership of the head of the Hospital on 21 April. In early May, Professor Li made a trip to Sichuan to visit some amputated earthquake victims and provided further intensive training on rehabilitation for frontline medical and nursing practitioners.

Besides, Professor Samantha Pan of PolyU's School of Nursing and her team have compiled the e-learning course materials on "Post-disaster Trauma Nursing Training" developed by the School to IDMR. The course is written in Simplified Chinese with nine modules, covering the management of post-disaster mental health problems, post-disaster infection control, prevention of post-operative complications, rehabilitation nursing after amputation, spinal injury and its management, fracture management and wound management. The School also provided the "Earthquake Survival Manual" to IDMR for public reference.

Dr Timothy Sim, associate professor of PolyU's Department of Applied Social Sciences, also managed to obtain first-hand information on Lushan earthquake from his counterpart at Sichuan Agricultural University in Ya'an; and thereby assessed the need of victims. IDMR has brought in information and experiences of different countries through Dr Sim's partnership with the international organization "Earthquake without Frontiers". India, China vow to resolve border row, boost ties

*India and China scripted a new chapter in their ties Monday as Premier Li Keqiang and Prime Minister Manmohan Singh candidly discussed their recent border row and decided to take steps for an early resolution of a dispute that triggered a war in 1962.*

Li, making New Delhi his first halt in his foreign trip after assuming power in March, and Manmohan Singh also agreed that the worlds two most populous nations and biggest economies had a lot in common despite some known differences.

Indias ambassador to China, S. Jaishankar, meanwhile admitted that the Sino-Indian boundary dispute was complicated and needed a detailed examination. "The issue was discussed at length," he said, but did not give details.

Li arrived here Sunday evening and had two rounds of talks with Manmohan Singh -- first over a private dinner Sunday and formally Monday. It was Manmohan Singhs first meeting with Chinese leaders since his talks with President Xi Jinping at Durban in March.

Chinese troops intruded 19 km across the de-facto Indian border April 15 and pitched tents, raising tensions between the two countries. The row ended May 5 after many rounds of negotiations, with both sides reverting to their previous military position.
As expected, the episode came up at the Li-Manmohan talks.

Manmohan Singh told the media along with Li that they held "wide ranging and candid discussions" on all matters of mutual concern and realised that there was "a great deal of meeting of minds".

Li echoed him, saying India and China were "strategic partners and good friends" that could speak to each other with candour, while stressing on discussions on the border issue and river waters.

Manmohan Singh said the two countries special representatives would meet soon to discuss the border dispute.

"We agreed that our special representatives will meet soon to continue discussions, seeking early agreement on a framework for a fair, reasonable and mutually acceptable boundary settlement."

Manmohan Singh said both leaders "took stock of lessons learnt from the recent incident in the western sector" of the Sino-Indian border, and that the "existing (border) mechanism proved their worth".

India and China fought a border war in 1962. Both countries claim each others territory. But over the past quarter century, both countries have steadily built up their relations despite the frontier row.

Li said China and India had worked to "maintain tranquillity and peace in the border areas" and added that "we need to improve border mechanisms ... make them more efficient" as well as "resolve our differences".

Manmohan Singh also raised Indias trade deficit with China and Indian concerns over Beijings decision to build dams over the Brahmaputra river in Tibet that flows into Arunachal Pradesh and Assam.

India asked China to provide greater market access to help lower the widening trade deficit. At the same time, India invited increased Chinese involvement in Indian infrastructure and manufacturing sectors.

India-China trade touched $66 billion in 2012, from $3 billion in 2000. But the balance of trade favours China. In 2012, the trade deficit widened to $29 billion.

On river waters, Li said China had in recent years shared "hydrological information" with India.

"We have had multiple, friendly, in depth and candid discussions. The most important outcome of these discussions is that the leaders of the two countries have reached strategic consensus and deepened strategic trust," said Li.

"Since we are strategic partners and we are good friends that can speak to each other with candour, so we do not deny that there are some problems between the two sides."
The two leaders discussed ways to link Indias northeast with Bangladesh, Myanmar, China and countries in Southeast Asia.

Manmohan Singh said he hoped to visit China at the earliest.

Li, who is heading a large delegation, now goes to Mumbai, Indias financial and entertainment capital, from where he will fly to Pakistan, Switzerland and Germany. Reported by Deccan Herald 10 hours ago.

*India and China on Monday sought to leave behind the recent border standoff and evolve an early consensus on a framework for resolving the vexed boundary row, apart from agreeing on cooperation in the civil nuclear energy sector.

Taking note of "lessons" learnt from the recent standoff at Depsang Bulge in Ladakh, Prime Minister Manmohan Singh and Chinese Premier Li Keqiang decided that special representatives of the two countries would soon restart talks to find a solution to the boundary dispute.

They agreed to look for additional measures to keep the Line of Actual Control calm in the meantime, although persisting differences stalled signing of the Border Defence Cooperation Agreement.

"We agreed that our special representatives will meet soon to continue discussions, seeking an early agreement on a framework for a fair, reasonable and mutually acceptable boundary settlement," Singh said while addressing mediapersons jointly with Li.

"Both sides believe that, with regard to the boundary question, one that is leftover by history, the two sides have over the time established the principles on this question," said Li.

"In the meantime, we have worked together to maintain tranquility and peace on the border." In a significant move, India and China on Monday agreed to "carry out bilateral cooperation in civil nuclear energy in line with their respective international commitments." China had tacitly opposed India's landmark 2008 civil nuclear cooperation agreement with the US.

China had not only tried to stop the Nuclear Suppliers Group from granting a waiver to India, but also made fresh commitments to continue its support to Pakistan's atomic energy programme.

Beijing also lobbied against New Delhi's bid to enter the NSG as a member.


Briefing mediapersons on Singh's meeting with Li New Delhi's envoy to Beijing S Jaishankar noted that India and China had cooperated in the civil nuclear energy sector in the past as well.

He was apparently referring to China supplying India enriched fuel for the Tarapur atomic power station in Maharashtra in the early 90s.

Li arrived in New Delhi on Sunday for a four-day visit to India. This is his first visit to any country after taking over as the Chinese Premier last March. He will also visit Mumbai, before leaving for Pakistan on Wednesday.

With the latest Chinese incursion in Ladakh on April 15 and the consequent three-week standoff casting a shadow over his maiden visit, Li on Monday said his visit was aimed at "strengthening the strategic mutual trust between the two countries."

"The peace of the world and the stability of the region cannot be guaranteed without strategic mutual trust between China and India. Likewise, the world's development and prosperity cannot be realised without cooperation between China and India," he said.
The two leaders tasked the special representatives with considering "further measures" to maintain peace and tranquility along the border.

The talks between the special representatives on the boundary issue came to a halt last year due to the leadership change in China.

National Security Advisor Shiv Shankar Menon, who is also New Delhi's special representative for the boundary talks with Beijing, will visit the Chinese capital soon to meet his new counterpart, State Councilor Yang Jiechi.

India and China have been holding special representative level talks on the boundary dispute since 2003.

After the first five rounds of parleys, the special representatives reached an agreement on political parameters and guiding principles for resolving the dispute. Reported by Deccan Herald 3 hours ago.

In spite of the overall decline in semiconductor industry, the foundry field is still growing. In 2012, the global semiconductor foundry market reached a total value of US$34.6 billion, an increase of 6.5% over 2011. With the growth slowdown of smart phones and tablet PCs, it is expected that the foundry market in 2013 will increase by just 1.6% to exceed about US$35.2 billion.

With foundries as main customers, advanced packaging vendors were therefore essentially flat or slightly enhanced in 2012, and the same is expected for 2013. The fall in price of gold, the indispensable raw material for advanced packaging vendors, especially LCD Driver IC packaging companies, will improve the profit margin of advanced packaging vendors in 2013.

Vendors located in Malaysia and Singapore all showed decline, on account of the decreasing revenue of foundries in this region. Taiwanese peers saw moderate growth except in memory package, chiefly benefiting from the strong drive of TSMC and UMC. South Korean companies were boosted by Samsung.

Among Japanese companies, J-devices experienced the highest growth, mainly owing to the back-end packaging business purchased from Fujitsu. In January, 2013, Japan’s largest semiconductor vendor – Renesas – also sold three back-end packaging factories to J-devices, which would usher in amazing growth in the coming year, with expected annual revenue in FY2013 and FY2017 outnumbering JPY100 billion and JPY250 billion, respectively.

Taiwan-based Chipbond, the world’s largest LCD Driver IC packaging vendor, will be another eye-catching performer in 2013. The significantly enhanced screen resolution of mobile phone and tablet PC will greatly raise Chipbond’s earnings, and the decline in gold prices makes it the biggest beneficiary. In order to further improve the industrial chain layout, Chipbond acquired the COF substrate vendor - SIMPAL Electronics on May 2, 2013.

In addition, Chipbond is the advanced packaging vendor (http://www.reportsnreports.com/reports/247343-global-and-china-advanced-packaging-industry-report-2012-2013.html) with the highest operating margin, i.e. 16.7% in 2011 and 21.9% in 2012, but also the unique one with operating margin growth. ASE closely followed in terms of operating margin, who benefited from its large customer TSMC that produced the world’s state-of-the-art IC.

Chinese Mainland counterparts performed poorly, although JECT’s revenue saw substantial growth; Yet its operating margin fell sharply from 1.8% in 2011 to 0.2% in 2012, slipping to the edge of loss.

Gay Pride Organizer Detained In China

BEIJING -- Police in central China have detained the 18-year-old organizer of a gay pride march in a sign of the government's nervousness over a growing civil society movement and demands for stronger individual rights.

The man, identified only by his surname Xiang, was detained following the Friday event in the city of Changsha and ordered to serve 12 days in a detention center for organizing an illegal march, according to a notice on the local police's microblog account.

Changsha newspaper Xiaoxiang Morning News quoted Xiang as saying before the march that he hoped it would make people question discrimination against gays, lesbians, bisexuals and transgender people, and "let more people have a correct understanding of us."

China requires prior police approval for all marches and street demonstrations and permission is rarely granted. Reports said about 80 people took part in the march along a riverfront park, carrying anti-discrimination banners and a giant rainbow flag, and there was no mention of problems with police at the time.

Xiang's detention underscores the limits the conservative Communist government continues to impose on campaigners as it seeks to contain demands for more free expression and civil rights. Police enjoy broad powers to monitor, harass and detain activists for causes ranging from religious rights to the environment. Those caught in the system have little legal recourse, although some whose cases have raised a public outcry have been released.

Activists find greater room for expression on the Internet, despite heavy censorship, and organizers of the Changsha march maintained a website, rt1069.com. They stated their hope that the march would "write a new chapter in the struggle for equal rights for comrades," using the Chinese slang term for homosexual.

The march was the second held in Changsha on May 17, International Day Against Homophobia, and was joined by similar events in several other Chinese cities.

Chinese society is increasingly accepting of gays and lesbians, although same-sex partnerships are not recognized and no laws outlaw discrimination against sexual minorities. A law against "hooliganism" used to target gays was eliminated in 1997 and homosexuality removed from the list of mental disorders in 2001. Reported by Huffington Post 10 hours ago.

Artificial Growth Exhibit A: China's Inventory Stockpiling Hits All Time High Need a quick GDP boost in a world in which the uber levered consumer is tapped out and has no more savings or purchasing power, in which the government is facing an existential socialism or bust crisis even as global sovereign debt levels are at unseens before levels, and in which global trade has collapsed (so there go the C, G and (X-M) components of GDP)?

No problem, just add some I for Inventory.

Better yet, add a whole lot of I, especially if you are that global growth dynamo, China, which over the years many have accused of having taken the term "overcapacity" and put it through the Barry Bonds juicer yet where courtesy of a central-planning regime that has made sure nothing appears to be unused, except for the occasional ghost city or empty mall, proof of such overcapacity has been scarce in official, government data.

Well, today we have definitive evidence - once again courtesy of the private sector where fudging and manipulating data is that much more difficult - that Chinese Inventory is now at absolutely all time record highs.

Below, courtesy of CLSA's Chris Wood, is a chart of rising inventories as a percentage of revenue. What is visible is that *the inventory-to-revenue ratio of A share companies, excluding financials and energy, increased to a historical high of 1.37x in 1Q13, while the receivable-to-revenue ratio also rose to a 10-year high of 0.52x. *

And that's were the bulk of Chinese "growth" has come from, which in turn is supposed to be the global growth buffer because without China growing at a comfortable 7.5%-8%, the rest of the world is lost.

But don't worry, "if you stock up on enough inventory, they will come."... Unless they don't.

Antony to visit China in June as bilateral ties improve

*Notwithstanding the recent faceoff in eastern Ladakh, Defence Minister A K Antony may travel to China next month to strengthen the bilateral relations on military affairs between the two rising Asian powerhouses. *

"The defence minister will be going to China soon. The dates will be announced when we are ready," said Jaishankar, Indian Ambassador to China, here on Monday after talks between Prime Minister Manmohan Singh and visiting Chinese premier Li Keqiang.

Defence Ministry officials are working on a set of dates in June because Antonys visit was being planned for quite some time as a follow-up to last August's visit by Chinese Defence Minister General Liang Guanglie, who invited his Indian counterpart to come to China. General Liang has now been replaced by Gen Chang Wanquan in the new Chinese regime.

Antony will be the second Indian defence minister after Pranab Mukherjee to travel to Beijing after decades of mistrust between the two neighbours in the wake of India's 1962 war with China.

In May 2006, then defence minister Pranab Mukherjee had visited China for five days, during which he signed a memorandum of understanding with China on bilateral cooperation in military issues and visited the Lanzhou Military Region, adjacent to Ladakh in India and Pakistan. Mukherjee was also given a detailed briefing on the role and functions of the Lanzhou Military Area Command, which is important from India's perspective.

Before Mukherjee's China tour, their defence minister Gen Cao Gangchuan visited India in March 2004.

One of the fallouts of Mukherjee's visit was a joint exercise between two of the worlds biggest armies. The counter-insurgency exercise involving 80-100 men in uniform from both sides took place in 2007 (in Kunming) and 2008 (in Belgaum), after which it came to a screeching halt when Beijing refused to give visa to the Commander-in-Chief of the Northern Command for an official trip, arguing that Kashmir was a disputed territory.

With both governments agreeing to revive the bilateral exercise, sources told Deccan Herald that the Peoples Liberation Army of China and the Indian Army are likely to exercise together in October, possibly in the Chengdu military region. The exact dates and venue, however, are yet to decide.

"Both sides have agreed to hold the next round of joint training exercises later this year, in addition to increased exchanges between the Armies, Navies and Air Forces of the two nations," says the joint statement, signalling renewed thrust on military engagements. China non-committal on sharing data on dams

*China on Monday did not commit itself to sharing information on its hydro-electric projects on the Brahmaputra with India, but agreed to expand bilateral cooperation on trans-border rivers.*

Prime Minister Manmohan Singh conveyed to Chinese Premier Li Keqiang India's concerns about downstream impact of the hydro-electric projects China is building or planning to build on the Brahmaputra and other common rivers in the upper reaches in Tibet.

He also stressed that the existing bilateral mechanism could be expanded for sharing information on development projects on trans-border rivers.

"It would be useful for the mandate of our Expert Level Mechanism to be expanded to include information sharing on upstream development projects on these rivers," Singh said addressing the media jointly with Li.

Li did not respond specifically to Singh's proposal, but said India and China should appropriately handle cooperation on issues involving trans-border rivers.

In the joint statement issued after the meeting between the two leaders, Beijing and New Delhi referred to the existing mechanism and agreed to "further strengthen cooperation on trans-border rivers," albeit without making any specific commitment for sharing information on development projects.

The prime minister had earlier made a similar proposal when he had a bilateral meeting with new Chinese President Xi Jinping on the sidelines of the BRICS summit in Durban last March.

"It would also be useful for India and China to collaborate on a better understanding of the stresses on our shared Himalayan ecosystem," said Singh.

India's envoy to China S Jaishankar later told journalists that Chinese premier responded "sympathetically" when the prime minister expressed New Delhi's concerns over Beijing's plans to build dams for hydro-electric projects in the upper reaches of the Brahmaputra.

India and China in 2006 set up a joint expert level mechanism to discuss interaction and cooperation on provision of flood season hydrological data, emergency management and other issues regarding trans-border rivers.

Amid growing concerns over Beijing's plan to build new hydro-electric projects on the Yarlung Tsangpo (as the Brahmaputra is known in China) in Tibet, New Delhi has been pushing Beijing to expand the mechanism to include sharing of information on development projects on the rivers.

Yarlung Tsangpo, a 1,700 km long river, originates at Jima Yangzong glacier near Mount Kailash in southwestern Tibet and flows into Arunachal Pradesh, where it is known as the Siang and Dihang, and then into Assam as the Brahmaputra. It later flows into Bangladesh.

China has since 2010 been building a 510 MW hydropower project on the Yarlung Tsangpo at Zangmu in Tibet Autonomous Region. The State Council of China recently gave go-ahead to three new hydropower dams on the Yarlung Tsangpo at Dagu, Jiacha and Jiexu.

Beijing's plans to build dams on the Yarlung Tsangpo triggered concerns in Arunachal Pradesh and Assam over possible impact of the proposed projects on flow of water in the downstream.

Claiming that the new dams on the Yarlung Tsangpo would not have any impact on flow of water to downstream areas in India, Beijing has been reassuring New Delhi that the run-of-the-river hydropower projects would not come in the way of the flood control and disaster reduction efforts in the lower reaches and would not disturb the ecological balance. China omits Li's comments on incursion

"I want this visit to show the world that China-India political mutual trust is being strengthened, their practical cooperation has been expanded, their common interests far outweigh their dispute and differences", Foreign Ministry spokesman Hong Lei quoted Premier Li as saying in his talks with Prime Minister Singh.

Hong was replying to a question on Manmohan Singh-Li talks held Sunday night during a dinner meeting in New Delhi.

Li said China and India are important neighbours to each other and two most populous emerging market economies and their relations have strategic significance.

"To stress on practical cooperation for common development between India and China will deliver benefits to peoples of the two countries as well as peace, stability and prosperity of the region and beyond", Hong quoted Li as saying.
